          Spelling Rule No. 3:
What we would discuss as Spelling Rule No. 3 is the rule says that "I before E, except after C or where "ei" makes the long "a" sound such as in neighbour, weigh, and beige".   This rule is also called Mnemonic Rule of Thumb for English spelling.  If one is not sure whether a word is spelt with the sequence ei or ie, the rhyme suggests that the correct order is ie unless the preceding letter is ‘c’ or has a long sound of ‘a’ (especially near the beginning), in which case it is ei.
